Maybe she meant occupying in the sense of moving in. It's a subtle parse, but it's what it looks like to me. " .... when the U.S. was (in the process of moving men and machines into) Iraq." Still, it could have been more clearly written,
Maybe I'm wrong, but as I listened to it the intent seemed to be that since the great "handover" of sovereignty, the US is not occupying Iraq, but is there by invitation.
